Flush Jets

My toilet has a weak flush, so I thought the flush jets must be clogged. However, after greater inspection it appears that the front of the toilet is actually missing the jets? They look like they are covered with porcelain. Any recourse without full replacement?

If its an older one peice 80/90 version they have terrible flushes, and the ballcock assembly if itsbrass is very expensivei, have cleared the painted over holes with a coat hanger
