Discharge Sump Pump Sealing Question

Hi there, is it common to replace the sealing every few years? we had to have it done about 3 years ago and now the seal is broke off again. not sure if it was not done right or someone is taking it off.

A picture would help explain what you are asking. I'm not sure what a sump pump sealing is.
