Correct pump selection

Looking for some help.

I have a bathroom ustairs in an attic conversion.
Both sets of taps supply water via a twin pump situated at floor level outside the bathroom.
The cold water tank is above the bathroom in the eves. The hot water tank is on the same level as the pump in a smal cupboard next to the bathroom.

When the hot water tap in the main bathroom downstairs is turned off after allowing some water to flow the pump upstairs can be heard running for a very short time (<1second). No water comes out either tap upstairs.
I assume the pump must be sensing some kind of water pressure change as oposed to water flow. I think time of year also may have some effect.
Is the pump faulty or do I ned to buy a special pump like a negative head pump.
