Closet flange problem

I tiled a small bathroom floor and was told to install the toilet flange on top of the tile. Is that right?. I saw there are many opinions. When I installed the flange half of it sits nice and flush and sits tight on the floor. But half of it is off the tile by about 1/4 inch. The flange is the movable rotating abs type. I have not installed the screws yet. I guess the floor is not level. I was thinking of using a piece of Hardibacker as a shim. Any advice would be appreciated.

When you install the screws to hold the flange down to the floor, that should help pull the flange back down a little bit.

Most toilets will set with the flange SLIGHTLY off of the floor, but I have run into a few that won't.

I would screw the flange down, then set the toilet in place without the wax ring as a trial run to see if it will work.
