Clicking noise from pipe when turning on/off faucets

When a kitchen or bathroom faucet is turned on there is a clicking (that is the best way to describe it) noise coming from a pipe on the other side of our home. It also happens when the water is turned off. When a faucet is turned on or off slowly it is does not occur as frequently. We had PVC pipes installed throughout the home a couple of years ago.

Water hammer was my first thought but I listened to videos on the internet and didn't sound anything like it.

I lowered the water pressure from 60 to 42 and it still occurs.
 
Is it happening only when you run warm / hot water? It very well could be the expansion and contraction of the basins vent pipe in the wall.

Seems to be only the cold water.

Is this an issue that needs to be addressed?
