Plumbing Is Painful

We live in the Northeast in a two story house built in 1970's (about 2,000 sq feet) and they used a clay tile weeping system with gravity drain.
There is one drain pipe that feeds the submerged crock. I don't see water coming out of the one drain pipe even when it is very wet outside. What would be the reasons that the only drain pipe is not extracting the ground water into crock?
Is it possible to put a camera inside the tiles to get a better idea of the condition of the system (will it go around the corners)?
