Capped Pipe Sticking out of wall in Garage

I recently had a plumber come by to cut some pipes that were sticking out of the wall in my garage. There are 2 copper pipes and one pvc pipe inside of a wall opening of about 8" x 16". He capped all the pipes, but the pvc pipe is still sticking out of the wall a bit. I was planning to drywall over the opening but the pvc pipe is presenting a problem. Normally I would just cut a hole around it and call it a day, but I'm afraid that the pipe might freeze if I don't insulate it properly (I'm in the Northeast).

Any ideas of how I should approach the dry walling? Should he have just replaced the connecting pipe instead of just cutting it and capping it?
