Broken Handle on Water Shutoff Valve

New house. Overhead water shut-off valve in basement controlling flow to outside hose. Round metal handle broke into pieces. Unscrewed but but handle won't wiggle, pull or unscrew off. Just trying to figure out how to proceed and what to consider before risking my own experiments...
 
Is the rest of the handle still on the valve??? Tap the remaining part of the handle from the back side of it with pliers,or spray it with penetrating oil and wait a while and try again

Worked great. Just needed to make sure I wasn't trying something that would wreck it. Thanks
