Bowl Water Level

Sorry for a dumb and probably very easy question, but how do I go about setting the water level in my toilet bowl?

The water in the bowl can't be adjusted. Why do you think your having a problem? Unless your refill tube is not putting water into the overflow tube. That would not allow the bowl to refill.

The level in the bowl was higher in the past so I thought it was adjustable.
 
Water comes out of the overflow just fine the entire time the tank is filling. Where I am at we have a huge problem with minerals inthe water and every few months I have to soak the whole float mechanism in vinegar for several hours to get it working again. Do you think changing it out would help?
 
Tank fills fine, bowl level just doesn't seem as high as it used to be.
 
Is the refill tube in the overflow tube? The refill tube should be a small rubber hose that is putting water into the overflow tube as the tank is filling.
