Bathroom sink water always stopping right at the top of the drain.

My bathroom sink drain is stopping at the top of the drain (right where the water goes down.) It isnt fully clogged, if i keep the water running it goes down but when i turn off the water it stops draining at the top of the drain.
What is causing this?

Greynolds929is right bet he's waiting to see if the height of the drain, if your drain works but always stays at that level the drain is pipes to high
