Bathroom faucet will not turn off

Hello
I have a 2 year old bathroom sink faucet and the hot water will
Not turn off. There doesn’t appear to be any set screws holding the handle to the stem. Don’t even know the brand so I’ll post a picture
Purchased at Home Depot I believe

I'm sure your retainer nut below has loosened under the sink. Reach down, can you feel it spin under the sink?
 
It feels tight but has a long set screw on either side

I’ll try. But right now the shutoff is bad. Waiting for someone to sweat new one on. Couldn’t get stem from Home Depot
 
Ok so a guy from the firehouse came and swapped out the shutoff valve. Put a compression fitting. He also took out the faucet handle and as was said before he was able to unscrew the piece below the handle to access the cartridge. Still don’t know the brand of faucet so I’ll take the cartridge Monday to the supply house
Not positive but I don’t think the bottom below sink had to be loosened but who knows
