Ballcock Threading Tool

I have been doing this for over 40 years and have never seen this tool before. Maybe somebody can enlighten me why you would need to check
the threads on a ballcock. A friend picked this tool up for me from a flea market. Has anyone ever seen or used one of these.

It does look like brass nuckles but each one of those holes have a different thread size.

Looks more like a thread testing gauge, the kind that may have been in an old hardware store...

Obviously dates from when early Ballcocks were not universal. Who knew? Thanks for sharing, it is a collectors item.
