Are these compression valves under my kitchen sink that I swap out with new ones easily without any cutting?

I checked the downstairs shower and without any shower head it is at about 2 GPM. About double than what I have upstairs.

When I removed the sprayhead and turned on the water the cold water flow rate is much lower compared to the hot water flow rate (though the hot flow rate is still lower than it used to be). So could this mean there is something lodged in the cold water line only?
