septic tank riser question

hello I recently purchased a lake lot with a concrete septic tank. I discovered the top concrete riser section protruding from the ground has shifted and is now leaking ground water. What I need to do is lift it, reapply sealant and realign it. The riser I need to lift has no anchor points. How would someone be able to lift it? And what do I use for a sealant?

dig up the top of the tank. all around the riser
wrap a strap around the riser, to the bumper of the truck, wrap it low, not high on the riser
ease, the truck forward, do not stomp on the gas like a crazed idiot, then use kwickrete to seal around the riser

You should be fine if you dig around the outside of it and apply cement all the way around.
