I have an American water heater co model e61-40l-045dv and I can't find the anode rod. There is no cap and I drilled a hole roughly where the specs manual said it was and another spot where I thought I probed it in the center. If you are supposed to replace it, why do they hide it? Next step is to remove the cover but I suspect it would be mangled as its rusted.

That heaters 15 yrs old, don’t bother.
Some heaters do not have serviceable anodes, they’re not accessible. Some heaters have the anode as part of the hot outlet nipple.
Save the money and just put it toward replacement.

I agree with the others. I wouldn't attempt to repair that tank. Even the electric box is rusted out.
