What is this sound, my softener?

OK, I'm really lost now.

He said it looks like it's from thermal expansion from the water heater. He recommended putting on a thermal expansion tank, he is also calling the borough to see if they have done any work.

If it's from excessive pressure, the water still has to be going somewhere.
 
I suppose that's possible. But if you do have a PRV and high pressure, your plumber is right, you need an expansion tank.
 
He meant Pressure Reducing Valve. They also function as a check valve, so if excess pressure is created from the water heater operating, it won't allow the excess pressure back into the city main.

It doesn't have that either. Just the meter then the shutoff valve followed by the water softner and hot water heater
