Strange water meter set up.

In my job as a water auditor, I always check residential water meters. Here in the metro Detroit area I am familiar with most meters used by the different municipalities. However I was in Oak Park MI doing an audit in a home when I came across this water meter. Unusual for me as I have never seen this modification before. My initial research has lead me to think this is a water meter setter that was left in place.

I would appreciate any feedback as to what this configuration is, and if this is something the water company would do in certain unusual circumstances.

Yes, it comes out of ground first. The view of this picture is from the top. The main line (to the right in the picture) continues up from where it came into the house. Every meter I have encountered has been connected directly to that line. This is the first time where the meter is connected indirectly.
