I am purchasing a foreclosure where the water had previously been turned off at the street. Someone came in and cut the supply line from the street flush with the foundation wall in the basement. Is it possible for this to be fixed from the inside of the basement?
 
Thanks for the reply. Yes, the line is copper. They cut it flush with the basement wall and cut two main runs out of the basement but left pretty much everything else.
 
chip the concrete, you will need to round the copper, it most likely is crimped

a swaging tool comes in handy, or, use a cresant wrench, adjust the wrench to a good round pipe

then put it on the bent pipe and work it back round.

you really should hire this job out, it will require experienced skill level.
 
That's typical in a home that has been robbed by copper thieves. Be sure to look around for possible open pipes so there are no surprises when you get the water back on.
