Replacing a Toilet Fill Valve

I'm not sure about the ability of adjusting the fill valve while in the tank. I have been able to do that on Fluidmaster 400's, but perhaps they were a different or older 400 model. But you really should adjust it to use more water as even if the toilet flushes OK, less water can lead to a buildup of solids and a blockage in the future.
 
I think he forgot to put on the red rubber gasket (the red rubber thing as he calls it)

That gasket is important. It's what keeps the water in the tank at the flush valve hole

He posted a picture showing the ballcock shank washer in place. The flushvalve gasket has nothing to do with it.
 
To adjust a fluidmaster 400 you can remove the top cap assemble and then unscrew the shank to make it longer. Disconnect the refill hose first.
 
Yeah, I mistakenly wrote flush valve instead of fill valve
