OK to attach PEX to 2x4 & then insert assembly above garage ceiling?

Code says PEX needs to be fastened every 32" horizontally. To repipe bathrooms, I would need to remove 25' of drywall ceiling that is framed 2' below the upstairs floor joists. Could I attach PEX every 32" on a 2x4, to be inserted into the area, with the 2x4 to be fastened to the joists every 10' of so, to reduce the need to open so much of the ceiling? To have enough clearance to insert, I'd need to use 10' or 12' 2x4s and join them end-to-end during the installation.
 
Insulate the pipe then pull it through the ceiling. Don’t strap it.

I do it when I can’t physically fit into the space I’m pulling the pipe.

Because of the 2' high opening, it's easy to see the full length of the old pipes. Would simply laying insulated pipes with no hangers for 25' pass inspection?

Ask the flunky inspector.
 
I insulate the hot and cold separate and tape the joints with duct tape.

Then I bundle the two together and and tape them.

It works great without any problem. I’ve done it for over 30 yrs.
