How to connect pvc to broken off pipe right under slab?

I was removing the lead seal in the cast iron hub right above the concrete slab and the hub ending up breaking off entirely. Now I have the pipe slightly below the concrete slab (see pictures). How to I go about connecting to pvc with this now? I was thinking of removing the surrounding concrete to connect a compression fitting to the pipe, but I would ideally want to add the concrete back and I don’t know if you can do that with the rubber fitting there. Break the concrete out and replace the fitting. Use pvc and a shielded mission band designed to connect cast iron to plastic.
 
Make sure you recognize what Twowaxhack is saying. You need to replace that fitting. So, you will need to go down well below the broken piece to get to the fitting or pipe below the broken piece.
