I went to look at my house being built and the rough plumbing was being done before the foundation is poured, I saw what looked like a 4 in pipe around a 3 inch pipe with a bunch of foam sealing the two together??
Having house built plumbing rough in??? Is this ok

Looks like might be where footing will go so they probably used as sleeve

sleeve. i like the foam, it keeps the sleeve centered. good idea
