I fixed a busted pipe one day and I capped it off since we really don't use that area anyway and it always freezes on that end. The pipe is under the mobile home and no tin or blocks to block the wind from getting under the home. The bottom of the home has insulation on it. The pipe I capped was exposed. I put a piece of clothing over it to try and block the wind from getting on it, though I didn't tape it around it. It is kind of a hard posistion to tape it. The more than likely stupid question is, will it freeze and bust?
 
It would be impossible to answer that question with certainty.

But a capped off pipe will be the most likely to freeze, especially when there are extended cold spells. No water flows through it to warm it back up, so it will freeze well before the sections of piping that are in use.

I would try to cap it as close the in use piping as possible, and insulate as best as you can.
