Where does one place the wax ring?

Many years ago, there was a discussion on whether you apply the wax onto the flange, then set the toilet down

Others felt you place the wax ring on the base of the toilet, then set it onto the flange.

What is the consensus now, and why?
 
For the typical floor outlet toilet I install the wax on the flange. I want to insure that my wax sits on the flange and not fall into the pipe. I often have to stretch the wax to make it bigger or it will fall into the pipe.
 
The directions of some systems tell you to put it on the toilet. The wall hung toilets also tell you to put it on the toilet. There are some sets of instructions that stay vague. I ideally melt the face and stick it to the toilet. I used to stick it on the flange, but found it to be more of a juggling act that way.
 
I always put the was ring on the flange itself. A good wall hung toilet takes a neopreme seal that is glued
to the toilet.
