What would this line be?

What would this line under main line going out to the tank? They have a coffee can cut off for a down spout and a bucket to catch water. I see nothing above ground outside. anybody ever seen anything like this before?

It's just some old pipe in the wall, maybe an old supply line. The bottom pipe was there first, you can see a distinct hole in the tile for it, then someone cut a bigger hole above it to run the PVC through.

What a mess, could even be a shim to keep the inside end of the pipe a little higher.

They may have run a wire out through that pipe.
