What Type of Diverter?

I am currently working on a tub/shower and was sold the parts to control the tub spout, main shower head and handheld. The diverter I was provided is a three way but only has two outs. Neither the mixer or tub spout have diverters on them. It appears to me that this is insufficient and at least I would need either a diverter with three outs or a tub spout with a built in diverter. Is my thinking correct?

There needs to be a diverter either on the mixing valve or on the tub spout in order to switch the water flow to the shower head. You do not need three outgoing lines on the valve, however. Most commonly there is a two way diverter that attaches to the shower arm to switch between the handheld and fixed shower head, alternately you can purchase an in-wall diverter and trim kit.
