Wow, I've never seen one of those ever. Must have came in on a cargo container Long Beach California but a very uncommon and/or poor quality. It seems too small to function really.
 
We had some Atlas at work with that no-brand valve. Don't touch, bump, look at or even discuss the round blue cap on the fill tower, It'll come off and you will have a geyser. The goof-bally looking float shatters with a touch too. And the flapper's rubber eventually melts, leaving goo on the flush ring's seat, requiring naphtha to clean the goo off before replacing.

All of our stuff at home & in past homes have Fluidmaster 400a or earlier. I've had to change one- ever. And, Fluidmaster sent it free.
