Vibration from outside tap

My outside tap vibrates about 200hz when one of two faucets out of 8 total, are turned on inside. One is about 40' away and the other 20'.
The outside tap is 3' above the main shutoff, all copper pipes. I don't think this is hammering because of the high frequency and it is continuous as long as the faucet is flowing.

It stopped vibrating when the washer partially disintegrated and it has a slow leak but when I replaced the washer it started again.
If I turn on the outside tap 10% it stops vibrating.

The outside tap has a cartridge similar to this:

How do I stop the vibration and why do only 2 out of 8 faucets in the whole house cause this?
 
Piping configuration and type of faucet and pressure at this points. You could try a pressure reducing valve.
