Tub leaks when overflow is reached

The tub is on the 2nd story of the house. When the water level gets to the "overflow" it leaks down through the ceiling.

It looks like there is drain pipe there but it is there any way to know if it's connected to anything? I'm not sure if the water is escaping through the pipe or before it, near the pinkish insulation (or whatever that is). if I can't reliably tell if the drain goes anywhere, is the best best just to put the plate back on and seal it with some plumbers putty? If so, should the part of the plate with the notch be at the top?

Didn't know that was a thing. But there appears to be NO overflow gasket right now. Do I need a special one that fits around the 4 "knobs" on the end of the pipe? A lot of the ones I'm seeing online don't look like they would work with all that insulation in there.
