toilet flange sitting too high

I cut the waste pipe even with the finished floor and dry-fitted a flange on top of it thinking it would sit flush with the floor. It didn't. It is up about 3/4" from the floor. Do I have to cut the waste pipe 3/4" from the top? If so, how do I go about it without investing in special cutting tools?
