I have an all electric house. The water heater is in the garage and is insulated. It's 65 gallons and new. When the street water temp is really cold during the winter, I lose hot water quick and recovery takes a while. I was thinking of installing a propane on demand heater in series that will preheat the water from the street entering the electric water heater. Is this possible? Any suggestions on how to accomplish this?

Maybe consider a tempering tank to allow the incoming water to warm (ambient room temp) before being drawn into water heater?

before spending any money on pre heating
i think you need to check that your dip tube is in the correct side of the heater or is not broken
A dip tube, is a metal tube [since 1996] that forces the cold water to the bottom of the tank
where it is heated, and the heated water ries to the top.
if the tube is damaged, or inserted in the wrong opening.
it will cut down on the amount of hot water.
also check both upper and lower t-stats and elements
