Strange problem. On my upstairs toilet, the tank is slow to refill. Water just trickles in. But if I turn off the water at the wall, turn it back on, then flush the toilet....it fills normally. On the next (second) flush, the water just trickles in again. I can repeat this pattern over and over; it only fills normally the first time after you turn the water Off, then On. Any ideas?
