Syphonic in water closet high seal in bowl

Why water seal is too high in the bowl of water closet in syphonic type drainage
Is any guidline upto what highest level water seal should be in water closet

The water seal, (aka water spot), of a toilet is totally determined by the geometry of the toilet. It cannot be "too high" as it is determined by the weir of the toilet trap.

Thnks , I am looking for Any British , ISO or any other standard which say , height of water seal in and above bowl is upto ....mm Maximum limit , if not then your company water closet is a failiur.
