septic holding tank pump

Recently I replaced my pump in the septic collection tank. However the new pump runs but won't pump out of holding tank, only swirls water. If I play with switch by turning pump on/off rapidly, the pump starts to move water out. My septic tank plumber says my beds are full and need to be replaced. However, since I can get the pump to work by turning it off/on, I think the pump is not strong enough to open the backflow valve. Could this be the problem or is the plumber right and I need to replace my beds.
 
I did not replace pump but was done by plumber. He did not replace the check valve but used the existing one. I am in Tennessee and the system is 28 yrs old. The valve is in a horizontal position. Don't have a picture and can't get one as it is down about six feet.
