Yes this system serves the radiant heat. Copper is used only in the mechanical room. Heat to the floor is supplied by O2 barrier pex. Copper loops would cost just a little too much for me haha.

I learned a little trick with insulation and unistrut clamps
install the unistruit on wall.
run the copper with 1" insulation, take a piece of 3" pvc and split it
place on the insulation, with a strut clamp.
it holds the pipe, gives it complete insulation, and looks damn good
