pfister lav faucet water flow cuts out after 10 seconds

^Pfister G149-6002 faucet
This is a "watersense" rated faucet.

When I turn on the faucet, it flows nicely, and then 10 seconds later, I hear a suction sound, and the water flow cuts in half.

it seems like when the water flow is too high, the faucet senses it, and cuts the flow.

To get it to flow at max rate again, I have to turn off the faucet, and turn the knobs open just a little, rather than all the way.

Is this normal operation?

are you aware of faucets that automatically cut flow of water ?
 
I have seen this happen a bunch of times to be honest and 9 times out of ten it isn't the faucet turn the water off and unhook the supply line and put it in a bucket and turn the supply on and I bet it will do the same thing 9 times out of 10 you need a new shutoff valve get the ball valve style not the compression (the ones you have to keep turning to shut on and off ) hope this helps,
