New electric water heater giving 100 degree water

Make sure the tub/shower that’s capped off remains in the off position. Remove the spout cap to make sure.

Then go to the water heater and turn the cold water valve off at the top.

Now go to a lavatory faucet and turn on the hot water side. It should flow water and then eventually trickle to nothing.

Try that and report back.
I took the spout cap off the shower arm and no matter which way I turned the cartridge stem, the water wouldn't shut off.

Then you either have a bad rough valve or you have a bad cartridge.

Use only original factory parts made by Moen.
 
It was the Moen cartridge. The rubber gaskets were ripped off the sides when we took it out. Put in a new one.....shower turns on and off now. Thanks everyone for the help!
Probably needed a new water heater anyway
