Moen 3330 question

Anyone ever deal with these on a regular basis? I've got a new install that wont operate both the body sprays and shower at the same time. Is it possible to swap the upper and lower cartridge on these valves?

This valve should operate one, the other or both. That is what the top knob is for. If not then there is something wrong. Did you take the cartridges out before sweating it up?
