Messed up installing tub filler.....

I'm installing a bathtub filler and forgot to put the wedge anchors sleeves (or sleeve anchors ) below the subfloor.

I just installed the wedge anchor bolt below the subfloor. $&@@"!?

At this point I have two options

1. Stack the anchor bolt with washers and tighten down the bathtub filler valve.

2. Cut the subfloor along the joists and reach in and properly install the wedge anchors.
