Low water pressure

I get low water pressure out of this. Could it be a defective valve?
 
How have you determined you’re getting low flow ?

Did you disconnect the toilet flex supply and direct it’s flow into a bucket ?
 
Turn all your water off at the main and remove the valve stem. The washer probably has come off the stem and it’s partially blocking the outlet.

Or

You don’t have the valve open all the way.
 
This valve does not seem to have a stem or a washer. Is there a picture on the web somewhere to see where this stem would be located?
 
Turn your main water off and then turn the nut behind the handle counterclockwise until disconnected. Then turn the handle counterclockwise to remove the stem.

The stem is what the handle connects to. On the other end of the stem it should have a rubber washer.
