I put a new flapper valve in my toilet last year. I have to continue holding the handle down till it is done flushing or else the flapper valve drops and it does a 'half flush'. I just bought the place so I don't remember if it did this before. I asked about it at my local Ace, they have some good people there, we even looked at one of their back office toilets that does the same thing. They couldn't help.
Anyone know why or how to get it to flush completely with out holding the handle down the whole time?

I've found that chain adjustment is critical. Can it be shortened at all? Also, when my toilet starts flushing only half way, I will install a new flapper and it will usually help quite a bit. A pic of the flapper and the surrounding area in the tank could help us here.
 
I have been having the same problem since I put in a new flapper a month ago, I was gonna toss the toilet out the window.
