Help with replacing handles in shower/tub

I have a question I just had new ceramic tile installed in my bathtub area I went to put the faucet handles back on but the stem doesnt come out far enough for me to attach the handle my question is are these extender sleeves just ornamental and can I cut them back about a half inch and then install them so the stem exudes enough for me to attach the handle.

Sure give it a shot. If not a success call the manufacturer and see what you can order to remedy.
