Help Identifying Leak in Foundation

Uploaded pictures of the leak.

Leak is only in one place, and only happens when it rains. No smell in the basement. Just to the right of the leak is the PVC pipe, through the concrete foundation, to the septic system. Septic system seems unaffected.

If someone could help answer the following, I would really appreciate it!

1. What kind of leak is this? How serious is it? What would you recommend as a solution?
2. What is that electrical fixture right next to the leak? Is there any danger in water coming into contact with whatever’s inside that thing?

are there downspouts near this on the out side if so are they directed away from the house???? do you have power(outlets,pool power..)do you have gutters...are they clean???

go outside, dig till you find the 2 pipes
then scrap the wall clean around the pipes and
buy a half gallon of FIBERed roof cement
