We have a cheaper toilet. It WILL NOT flush unless you quickly press down the handle. We have checked, no clogs, checked the chain, the rubber plug inside the tank, etc. Any ideas?
 
Does it have a plastic operating lever connecting the handle to the chain, is that lever flexing when you push down slowly?
 
Sounds like there could be to much slack on t he e flapper chain to the tank lever
I can "see" that. So pulling down hard and fast would impart just enough momentum to the flapper moving upward to overcome the issue with the too long chain in the first place?

I've also had something similar happen when the tank lever rod was misadjusted so much that the end of it hit the bottom of the tank lid before opening the flapper completely.
