continuous toilet running - video - flush valve or fill valve?

Hello,

I have no real experience plumbing. My toilet continuously has the sound of water running. I tried replacing the flapper based off of something I read online, and the problem persists. After a little more reading I think the problem is with the flush valve assembly, and I think it needs to be replaced. Please see the video I took:

We sent it to a friend who has been a plumber for about a year, and he said it looks like a problem with the fill valve.

What do you guys think? I was thinking I should try replacing the flush valve assembly, like the show in this 2 part youtube video:

What do you think?
 
If water is continuously running over the overflow, it's the fill valve

If you are losing all the water out of the tank to the bowl, it's the flapper
 
Both you shouldn't be able to move the flush valve with your hand like that it should be solid and in place and it's time to update that old ball and cock fill valve
Get a toilet rebuild kit and have at it
 
Use a fluid master and while you are at it go ahead and change the flapper
