Clogged Toilet, plunger won't work and no extra tools

I have no access to an auger, those toilet vaccuums, or any chemicals such as muriatic acid (because I also don't have proper ventilation) due to money issues.

The plunger is fine, but I don't know why it isn't unclogging. I've tried two sessions of unclogging it (there's no foreign objects in the pipes, just what you'd expect) and the toilet bowl still just fills up with a lot of dirty water and then drains after hours. Perhaps my plunging technique is wrong?

I filled a water bottle's worth of hot water and dish soap and poured it into the toilet bowl a few days ago, which did kind of dissolve it a bit but it didn't do much.

I've heard of the coat hangar method but I don't know if that will work. Any other options besides calling a plumber?
