Buying a house, plumbing pipes outdoor?

I'm considering buying this house and I found these pipes out in the front yard.

I opened one of them, you can smell sewer, and it's very deep down. Maybe 15 feet. I couldnt see anything inside its empty.

Check the photos.

What are these pipes for? does it mean anything? any problem with the plumbing? new plumbing? old plumbing? what does this tell you?

Looks like a clean out for the storm/ sewer. The one beside it, I'm honestly not sure why it would be piped like that. Not done like that where I'm from
 
The 2 90 fittings look like some sort of vent. 15ft deep?
You on a public sewer system or septic. Don't think it's a septic tank.
 
Talk to the home owner. Ask him about it. If you are seriously considering buying this home, just call your plumber and ask him to conduct drainage and pipe inspection at the concerned property.
