Boiler, radiators outputs

I have a 4 kw boiler for a hydronic system; should I choose radiators so that their overall output is the same or slightly lower? If its the same then to make them work in limit state the boiler would have to work non stop too, which is not good; if boiler is oversized then with radiators loaded fully the boiler wouldnt still be working on full capacity. Which way of operating is correct?
