The horizontal pin on the right side of the left outlet is what tells you it's 240V. See NEMA 6-20 at NEMA connector - Wikipedia (Note that it's upside down from the picture above).

The aerator probably doesn't use a lot of power (is there a nameplate on it?), so you could certainly add an outlet on that circuit, or use a splitter such as https://www.amazon.com/Hydrofarm-Extension-Cord-240v-ft/dp/B0055F66ZS (Home Depot, boat stores, etc, might have such a thing as well, though make sure it'll match your plugs and sockets). You could build one yourself if you know what you are doing...

It's probably trivial to configure the aerator for 120V, that's probably your best bet.

If you rewire the pump for 120V it'll draw twice the current (or more, and twice the voltage drop, etc), so unless you are going to replace the wiring and the breaker, you probably don't want to do that.
