Had a running water problem (which I fortunately know how to fix) in one of my toilets, so I temporarily shut off the water supply valve behind said toilet. A couple hours later, I used the toilet and flushed with the water supply valve still turned off. Realizing what I did, I proceeded to turn on the water supply to let the water refill in the tank, but then the water supply valve started making this wailing noise. I further turned the valve towards the open position, but then the noise became way louder and was more similar to a jackhammer type noise. Fearing that something was gonna burst, I turned off the water supply completely, which stopped all noise. Whenever I slightly turn on the water supply valve now, it just makes that wailing sound. How do I go about fixing this?

You fix it by turning the valve all the way open and leaving it there.
